This German plan particularly interested Turkey, which sought to realize its pan-Turanian ambitions through the assistance of Germany, whose military operations depended upon the cooperation of Turkey. Within the German ruling class the conflicting pro-Georgian and pro-Turkish factions created difficulties for Turkey.
