He reaches the conclusion that though universality was declared to be a religious problem, it, in fact, bore a purely political content and was intended to subject the Armenian Apostolic Church to the See of Rome. Correspondence was kept between the Armenian and Roman church leaders, but even the Armenian king Hetum II of Cilicia was made a tool to this effect, yet the Armenian Church fathers, who had their own designs for the Patriarchal See of Antioch, soon realized the Papal intentions, and curbed and led to failure the Papal plans for the Armenian Independent Church. The Cannon Constitution drawn at the Council of Sis, 1307, which would presumably deal with the question of universality of the Christian churches, did rather organize the relationship between the Armenian Church and the State, and brought the Armenian Church out of its seclusion opening it to the idea of the Universality of the Christian Church, while keeping itself intact as an independent church, though an inseparable part of the Universal Christian Church in general.Քրիստոնէական եկեղեցիների համընդհանրութեան գաղափարը Սսի 1307-ի ժողովում
