Abstract
In 1929 several hundred Armenian families from south-eastern Turkey fled to the Qamishli region of Syria. To address the settlement and other needs of these refugees, the religious leaders of the three Armenian denominations in Aleppo formed a central committee, which in turn established an ad hoc subcommittee to examine and assess the situation, come up with plans of settlement, make recommendations and work towards their realization. The refugees were keen on: a) living close to the Turkish border with the dream of return to their native lands, b) living in groups. This made their dispersion in urban centers unfeasible and necessitated the founding of new residential rural areas.
The seven-member subcommittee was headed and led by Rev. Aharon Shiradjian, who was very effective in negotiating with the French mandating authorities and local Arab tribal chiefs, as well as coordinating with the central committee, in deciding on the location of the two residential areas. Shiradjian supervised the allocation of plots to the refugee families, the arrival of construction materials, the local production of bricks, the construction of an irrigation system, the generation of a refugee construction work force, the channeling of provisions, the resolution of multiple conflicts, and the eventual transformation of an uninhabited area into two lively villages. The documents published in this paper shed light on the process of this transformation and the effort made to achieve this in the year 1930.
