dc.description.abstractBetween the mid-1990s and 2005 the Foreign Ministry of the Islamic Republic of Iran (IRI) developed a multilateral economic cooperation plan to enhance and enlarge foreign economic relations with both contiguous countries and regional economic organizations. Based on archival documents, press and other publications, this study discusses the details of the implementation of this project and the development of economic relations between the Republic of Armenia (RA) and the IRI in the context of multilateral cooperation in the region. The relevance of the research is conditioned by the growing and deepening economic relations between the RA and the IRI, alongside other issues, which are of economic and strategic importance for the two neighboring countries. The formation of multilateral economic cooperation initiated by the IRI was aimed at fostering cooperation between neighboring states, and developing friendly and neighborly relations in the region. It would geographically and economically link the countries of the Black Sea and the Persian Gulf basin to each other and eventually to Europe and Southwest Asia. The article discusses the series of meetings and negotiations, which the IRI initiated as of the mid-1990s to realize this broad project, as a part of its regional policy. It analyzes the positions of stakeholders and the response of the regional states, like Greece, Bulgaria, Georgia, Azerbaijan, Russia, Uzbekistan...as well as the formation of RA-IRI-Greece trilateral and RA-IRI-Georgia-Bulgaria quadrilateral cooperation. However, only some of these meetings were fruitful and two sets of multilateral relations, namely RA-IRI-Russia and RA-IRI-Turkmenistan materialized. The study assesses why the RA positively reacted to the Iranian initiative unlike Georgia and Azerbaijan.
