dc.description.abstractThe paper highlights the upgrading and development of the air defense systems of the Republics of Armenia and Artsakh after the May 1994 armistice with Azerbaijan. This upgrading took place within the context of Russian-Armenian air defense agreements, which enabled the modernization of the Armenian air defense systems and forces to a certain extent. In 1995 Armenia joined the Joint CIS Air Defense System. That same year the Russian 102 military base, equipped with an air defense regiment, was established in the territory of the Republic of Armenia. Furthermore, in 2016 an Armenian and Russian joint air defense system was formed in the territory of the Republic of Armenia. The paper compares the upgrading and development of the air defense forces of neighboring Azerbaijan and Georgia with those of Armenia. It details how Azerbaijan modernized its air defense system and notes that Azerbaijan diversified its air defense forces through purchasing up-to-date hardware from countries like Ukraine, Belorussia, Georgia and Israel. The paper argues that these acts violated the arms limitations agreements of the Caucasus. The paper partly examines the 2016 four-day war that broke out between Armenia and Artsak on the one hand and Azerbaijan on the other and argues that both sides learned hard lessons from it. Nonetheless, it seems that Azerbaijan drew more strategic lessons from the outcome and made excellent use of its failures, unlike Armenia.
