| dc.description.abstract | The paper discusses the issue of the return of Armenian church property confiscated by the state in Turkey.,. Basing his argument on details of diverse, newly developing judicial cases, the author maintains that the Turkish authorities are not at all interested in the return of Armenian Church properties to their rightful owners. The paper notes that the Turkish authorities have adopted a dual track, both tracks serving Turkish state interests. On the one hand the authorities claim that property is being returned, thus crafting the image of a fair, democratic Turkish state that cares for its ethno-religious minorities, yet, on the other hand, it uses bureaucratic procrastinations to intercept the return of the confiscated property. The author gives examples of several such cases which have lasted for years and even decades. He argues that in certain cases such delays are expensive and exhausting judicial processes, while in other cases the compensation paid becomes almost valueless due to inflation and/or the spreading out of the payment over years and years. The author notes as well that in certain cases the verdict comes out too late, at a time when the case has been resolved by those concerned.... Furthermore, by maintaining the upper hand in the juridical discussions, the Turkish state keeps the Armenian community of Istanbul and its institutions at its "mercy and grace" and under economically unfavorable conditions. Taking into consideration that Armenian communal structures nowadays face serious monetary hardships and church property is a source of significant income, it can be insisted that by intercepting the return of Armenian communal property the Turkish authorities, among other purposes, have the purpose of suppressing Armenian communal institutions, which, in turn, has ramifications. Finally, the author underlines the case of the Istanbul-based journalist Hrant Dink, who was assassinated, and for which there still has not been a final verdict. | |
