Abstract
One of the primary tasks for overcoming the asymmetry of development of Armenia's rural villages and underdeveloped communities is to develop effective methods and mechanisms that can facilitate the selection of target policies. In this respect, it is necessary to regulate the inter-territorial distribution of the use of local natural resources in the regions, to specify the means of their development and the criteria for assessing their effectiveness, to highlight the combination of local, regional, territorial and state interests and the conditions of regional market infrastructure formation, as well as to support development and growth of science and technologies and industrial production in rural areas by efficiently utilizing existing human and financial resources.
To address these challenges the state needs to concentrate on the following measures:
* creating appropriate conditions for the growth of underdeveloped communities;
* ensuring a favorable environment for private sector activities and improving the investment climate;
* improving social welfare and strengthening infrastructure for business for border communities and settlements;
* providing a special focus and subsidies for development in highland settlements and lowland areas;
* increasing the efficiency of state support for economic development in the regions;
* providing continuous development and improvement of infrastructure in rural areas (communication, transportation, power).
