| dc.description.abstract | After the July 1915 Russian withdrawal from Van, the Russian military leadership did not restore the Armenian governorship of Vaspurakan; rather it formed the Provincial rulership of Van, headed by General Pave Voronov. Police Sergeant Alfret Termen, an experienced officer who had served for years in Central Asia and the Far East and had authored two ethnographic papers, was appointed head of the Van district. Before his arrival in Van, Termen ordered the formation of an Armenian police force headed by Armenag Yegarian, the military leader of Van in 1915 and a member of the Armenian Sahmanatir Ramgavar (Constiotutional Democratic) Party. His deputy was Jim Chankalian, a member of the Veragazmial Henchagian (Reformed Henchag) Party, and an ex-captain of the US army. In November 1915, after his arrival in Van, Termen ordered the formation of the local governance bodies, municipalities, agricultural committees, rural governing bodies, etc. He personally went through the city and collected orphan children. Unlike other Russian officials, he brought to Van his wife and children, an unprecedented step. He petitioned Catholicos Kevork V to restore some of the city churches and send clerics to serve the spiritual needs of the city population. He was instrumental in fighting against contagious diseases and actively pushed for the opening of shops, workshops and institutions in the city, which were to satisfy the needs of its gradually increasing population. Due to his special pro-Armenian activities Termen was able to win the love and respect of the Armenian community. | |
