The German-Soviet pact of non-aggression, on the eve of World War II, caused a shock to some Armenian political parties in the Diaspora and their leaders, especially to those who had placed high hopes on the Munich Agreement of 1938. Some of them had placed hopes on Nazi Germany to attack the U.S.S.R. In such a case they eventually hoped the U.S.S.R. would be dismembered and Armenia “liberated”. But after the non-aggression pact, and before the collapse of France, they shifted their hopes on an Anglo-French expedition in the Caucasus region. This did not materialize as France surrendered to Germany. In the German-occupied countries of Europe, such as France and Greece, sorne nationalist Armenians favoured cooperation with the occupants, hoping to reach the Caucasus and realizing their political aims with the help of the Germans. To this end The Caucasus Confederation Pact was signed in Paris on May 28, 1940. A rightwing Armenian organization joined it, while the majority of the Armenians remained faithful to the Allied cause.
