Abstract
In the history of the “Armenian Question” one of the most important periods was the years between 1912 and 1914, when the issue of reforms in the Armenian populated Eastern Vilayets (Western Armenia) was discussed again and the “Armenian Question” appeared once more on the international stage.
The article presents the secret letter of Grigoris Balakian sent to the Catholicos of All Armenians, Gevorg V of Echmiadzin. The letter reports on the political situation in 1912 in the Ottoman Empire, the fate of the Western Armenians, the issue of reforms in Armenian populated areas, and the reopening of the “Armenian Question” as well as the role of the Catholicos of all Armenians and the Safety Committee in all these issues.
